Sorry to hear that stretching, even when assisted by betamethasone, hasn't worked. If you feel that it definitely won't work I think your best surgical options would be preputioplasty or dorsal slit, and not circumcision.
With preputioplasty a series of incisions is made in the foreskin, and the skin is slipped along the incision lines. When this heals, the result is a foreskin with a larger potential diameter than before, so retraction should become easy, and you will have a fully functional foreskin. Dorsal slit loosens the foreskin by making a slit along its top surface. With this too, you should end up with a fully functional foreskin, though since it will have a slit on it, it won't look exactly like the standard edition.
If you want some more information on this, I'll post some links. Meanwhile, though, if you have time, perhaps you would post some information about your degree of tightness, and what stretching exercises you tried. If we all think about this for a bit, maybe somebody here will be able to suggest exercises that will have a better chance of working.
