Ah, that's the fun bit. The standard procedure when applying to babies is to stick either one or two fingers into the tub of cream, pick up a dollop of the cream and wipe it all over the little tyke's genitals and bottom. Then you wipe your fingers on the inside of the (fresh) nappy (diaper) and wrap the nappy on the baby in the standard fashion.

Now, the last lady I told to put this stuff on her non-infant son's penis, sometime earlier this week, pointed out if I recall correctly, that she didn't do that because her daughter had found that is made her panties stick to her. Obviously to avoid this, you have to use a much smaller amount, smear it on thinly (as often as you feel it helps), then wipe it off your finger (use a towel or tissue - it washes out pretty well; that's why plenty on the nappy doesn't matter when you put it on babies).

Perfectly safe. In fact, if that part itches, put the stuff on it. The point I am making is you stick it anywhere on a baby's genitals (of either sex, even in the holes but be careful of the urethra = pee hole), so it must be safe.
