That's your "Desitin". The Waxes make it a "barrier cream", designed to keep moisture and particularly ammonia (from breakdown of the urea) from attacking the skin.
I can't speak to that product, but my advice has always been that Zinc and Castor (caster) Oil, which has exactly those two ingredients - a drying/ mildly antiseptic agent, and an emollient; is universally available, dead cheap, and - effective. But it sure is sticky too.
