Ah, now do you mean that you are trying to pull the foreskin back after you have started peeing, in which case it is certainly going to splatter, or do you mean that if you pull it back and then pee while it is pulled back, it splatters because the fraenulum is still tight and it is pulling the meatus (outlet hole) down and distorting it?

If the first, then just pull the foreskin back first, if it doesn't come fully back, then just use that as an exercise, but let it go forward again before you pee. If the second, then either don't pull it back quite so far, or don't try the exercise for a while until it is stretched more and pulling the foreskin back doesn't make it so tight.

Well, again, is this because it is uncomfortable, or because there doesn't seem to be any practical way of stimulating the glans (I am presuming this refers to masturbation) in this position? I think this is more a matter of getting used to certain habits of masturbating than to any intrinsic limitations of the foreskin.

If by this you imply that you have yet to get the foreskin to come back fully, then that is quite likely the case. Stretching the foreskin is an exercise for which the times you naturally have an erection, notably when you are masturbating or when you have to pee, are good times to do the exercise, but that certainly doesn't mean you actually have to be stretching while you pee or ejaculate, either of which might at this stage, be quite messy. Just do the stretching each time which may (should) well be pleasurable in itself, then finish off the other.

They presumably are - red spots. Does everything need an excuse? Where are they? I'll bet they disappear as you get more used to retraction.
