Perhaps you have a frenulum which is not very prominent. Keep on stretching and you'll eventually be able to retract 100%, and then you'll know for sure about the frenulum.
About the color and texture, again, you may just not have distinguishable differences. The inner part is generally very smooth and somewhat shiny and often more pink even in those who have no foreskin.
