BXO (no cure ?)

HI all, since last June (2001) I noticed that my foreskin was a bit tight so I went my family doctor. He told me that I got fungus infection. After appling anti-fungus cream for more than a week, I noticed that when I pull my foreskin back there was a cheesy smell and my forskin was still tight. He told me that nothing was wrong with the foreskin and it may be that I irritated it so it became tight. I went back to visit the doctor many times but he stood by his early statement that nothing was wrong with my forskin. Eventually he was fed up and send me to a Urologist. The Urologist gave me the same answer that nothing was wrong with my foreskin but I insisted that my foreskin was tight and asked what can be done. He said circumcise it. I did agree to circumcise my foreskin but after the circumcision , the incision area was swollen even til the present day. (I had my circumcision on April [3 months ago]). I went back to my Urologist and he told me recevied a report for me from the Lab indicating that I have BXO. Why doesn't circumcision fix the bxo problem?
Just yesterday I visited a Dermatologist and I asked him if circumcision will cure BXO? He said "NO". He told me that I had to live with it for the rest of my life. He asked me to apply steroid to the affected area.

Question : why does my penis swell all around the incision area after surgery ?
It has been more than 3 months after the surgery and the swell is still here on my penis.

help please.
