If you want to help identify what the problem is, and if you have done so already, try visiting the site that hosts this forum. However, to get an accurate diagnosis you would need an examination from a doctor.

The foreskin should retract all the way over the glans. Otherwise you are not getting the full *ahem* benefit from it.

Don't be confused. Do be wary about what you read and what advice you take on board. Also, I'd suggest prior to practising the inevitable suggestion of stretching excersizes (which work for some and not for others), that you contact your doctor to discuss the pros and cons of attempting it.
