If you want to help identify what the problem is, and if you have done so already, try visiting the site that hosts this forum. However, to get an accurate diagnosis you would need an examination from a doctor.

The foreskin should retract all the way over the glans. Otherwise you are not getting the full *ahem* benefit from it.

If there's no pain involved then sex should be okay (you might find that you have to use a lot of lube). It could be like wearing a few extra condoms though and you may not get as much sensation (because there is no direct stimulation to the head), but on the other hand, you might enjoy it.

Don't be confused. Do be wary about what you read and what advice you take on board. Also, I'd suggest prior to practising the inevitable suggestion of stretching excersizes (which work for some and not for others), that you contact your doctor to discuss the pros and cons of attempting it.
