Sadly, Kevin, 28/F really doesn't give a monkeys about you and your condition and her comments are certainly not helpful in the least. Unfortunately, I can't offer any advice applicable to you either. The only thing I could suggest is that you seek a second opinion to get some input from another doctor - hopefully one that will be a bit more helpful in explaining and working towards getting the problem sovled.

I do know that circumcision usually resolves the condition for the vast majority of people, so that was quite probably the right course of action. Here's a link that you might find useful.
