As Jim goes on to say, when you consider the concept of someone so fat that their skin cannot stretch and just rips open, well, have you ever seen that? It just doesn't happen! The definition of skin is as it were that - it stretches to accommodate growth, whatever causes the growth.
Maybe fat people wish it didn't - perhaps if putting on weight made them so tight they couldn't eat at all, then they wouldn't be fat, would they?
So it works the other way round - if the skin won't stretch, then it demonstrates a lack of effort. But note - not effort in terms of stretching hard, but effort in terms of persistence and patience, because those more than how hard you stretch are what produces skin growth.

I don't think so, because I put a high value on the foreskin as something that is necessary to enjoy sex fully, and for a whole lifetime.
However, you may note discussion below on "BXO", a particularly nasty but quite rare condition that affects the foreskin causing it to harden, and more commonly (under a different name) affects women's labia (vulval lips). Now if you had that condition (as you obviously don't), and it failed to respond to the steroid creams, then you might just consider circumcision to get rid of it as a last resort. Mind you, it is exceedingly rare for women to have a corresponding operation to get rid of it - which must indicate something!
