No more so than asthma, or the other illnesses that I mentioned just now in another reply.

And again, "BXO" seems such a minor (uncommon and not life-threatening) condition that research on it is not big. No-one really knows.

Spread is the wrong word. It might occur elsewhere, but this would be because there is some reason for that place to be susceptible to it just as your foreskin was. If you play rough with your cat, he might claw your right hand and produce scratches. The next time, he may claw your left hand. That doesn't mean the scratches have spread from the right to the left, it means the same risk (playing with the cat) has affected each place.
Anyway, in most cases, it seems not that troublesome.

In context, how sure is the dermatologist that you actually have the condition at the scar site? Did the foreskin histopathology say that it extended to the edge? Did the dermatologist perform another biopsy (punch out a piece of the skin) from where it is affecting you now to re-test? Or did he just say (as I suspect he did) that you now had some irritation which might be BXO, in which case you would have to live with it, and just use the steroid to settle it down whatever it is?
