I've also seen medical programs where conjoined twins had balloons implanted with water before seperation surgery. Over the course of several weeks, the balloons are filled with more water, and the skin expands accordingly. If they can grow THAT much new skin on their heads or thighs, I'm sure you can grow 1/2 inch on your foreskin.
