Don't know where you are coming up with this "pinhole" designation, but whatever your case, it won't affect the strechability of the skin. If the hole is too small for you to get hold of the edges of the skin, you'll need to resort to using a dilating device. Find something made of plastic which has a diameter equal to the largest diameter of the hole. Lube it up, and insert it in such a way that it goes over the glans and not into the meatus (pee hole).

Leave the device in place during all waking hours except when relieving yourself. In a few days, the skin will relax and allow the insertion of a larger device.

Devices can be as simple as the cap from a ball point pen. Craft stores sell a material known as friendly plastic which is moldable into whatever shape and size you need. It is quite widely used for by those restoring lost foreskins, so the experimentation has already been done, and there are no known side effects other than the detrimental effect it will have on your physician.
