Sorry for the late reply. I only got back from holiday an hour ago and am just taking a break from unpacking and though I'd just my e-mail and the board etc. Anyway here goes:

Circumcision is not always neccessary, but is considered by virtually every medical body in the developed world that it is the most common and best way to resolve phimosis and related conditions. There are several alternatives to full circumcision depending on the disorder - partial-circumcision, dorsal slit (even stretching - which works for some and not for others).

It depends. Stretching, of course, is a far more desirable in the sense that you don't have to go for surgery, suffer the embarrassment of examination, etc. However, there's a huge difference between lengthening the foreskin and stretching phimosis. The desired results of functionality from stretching run from no change to full retraction with the possible reversion to prior state after a while, to bizarre extremes of just making a longer foreskin (like people that "restore" have). It is inaccurate and often unhealthy* for unqualified individuals to suggest that they are better versed in suggesting "cures" for these conditions.
*See Jim's suggestion that someone should shove a filed bottle-top, pen lid, something a kid made in a workshop down their foreskin - hardly common sense and dangerous.
