slit ???

hi, i have a tight foreskin which dosent retract when erect. it completely covers the head but it retracts when flaccid. Ive tried stetching with all the different methods on this site but after a fair while i cant get the desired result. I wanted to ask you about the dorsal slit. I think that means a slit on the side of the foreskin to open it up so it slides back and forth. When i have sex theres no great feeling cause the head is always covered. Could you explain the process for me, exactly what it is, how it works, does it hurt, will it work and how would i go about finding a doctor who'll do it. thankyou.
