Nuts. I wrote a reply to your message, Aldo, but must have not posted it (since it's not here). Anyway the gist of it was that I had a tight foreskin and stretching didn't work for me either. I had a partial circ and not a dorsal slit, but other than the initial injection for the anesthetic there was no pain involved - so I would assume the same applies to dorsal surgery. There was also a guy that used to post here called Spyros that posted his story about phimosis and getting a dorsal slit that might help - messages1/1733.htm.

The cost of a partial circ here in the UK can range from £250 - £1500 (depending on whether you have a local or a general). A dorsal slit would probably be cheaper than that though. You could try speaking to your doctor and seeing if he can refer you.
