Don't be embarrassed. First off, you haven't finished growing and secondly the human body comes in all shapes and sizes. Also, doctors don't care about that sort of thing. Their priority is to ensure that you are well.
It sounds like you might have a tight frenulum. If you haven't done so already, check out the site that hosts this forum for more information on this condition (there's also some handy diagrams which will help identify if this is the problem - to be sure though you'd need to see your doctor). Also, it's extremely important that you talk to your parents before practising any advice given to you online (even mine). Sure it'll probably be embarassing, but they will want to know so that they are sure you are getting the best help and advice and they'll want to support you to.
