Indeed it does not make sense. Nevertheless, that presumes a degree of intelligent decision-making on their part and the sheer truth of it is that many people simply do not function in that manner. Whilst you may not believe that someone could be so thoroughly lazy (or any other epithet you choose) as to omit maintenance both pleasurable in itself, and fundamental to the reception of pleasure - it does occur.
The related question is - even given that it is a common enough practice, why would any person even consider circumcision? After all, is it not self-evident that the penis is there to provide pleasure and that it must do so in its natural form? Of course, I admit, that even mutilated, it does still provide substantial pleasurable rewards, and people are often unable to distinguish, or do not care about the difference between "good enough" and "excellent".
Of course, as noted elsewhere, one reason, perhaps the principal one, for this is the common thread of sexual abuse infecting successive generations.
Incidentally, remember that sexual function is critically dependent upon relationships, and whilst masturbation is nowadays (correctly) glorified as a worthy end in itself, it is at best second-rate to a relationship, and consider that relationships do not always run smoothly, in which case both sexuality within the relationship, and masturbation suffer, so there are most certainly external reasons for periods of disuse.
