Yes, it does sound like he has a tight frenulum, which many thirteen year old boys do. However, at thirteen, it is unlikely he has the wherewithall to ask his parents it. He has received some great advice here for resolving the problem himself, so his parents need not become involved. If they were to become involved, they could likely take him off for surgery, thus creating an even bigger problem for an impressional lad of thirteen. His present state is not serious.
