I had a tight frenulum and had it removed. I cobbled together an Circumcision Faq about the surgery that might help answer some questions you have about surgery. Undoubtedly you'll be given advice on stretching the frenulum; if you decide to try stretching, I'd strongly suggest that you speak to your doctor prior to doing it and discussing the pros and cons (ripping, tearing etc.)
There's a lot of misinformation on anti-circumcision sites about how the frenulum is "the most erotic part of the penis". However, people that have tight a tight one, generally find that it gives no pleasure and mostly pain. Since surgery I have found that it is the area itself that is pleasurable - not the tiny tight bit of skin that caused the pain.
Also (in case you do not already know), if the problem is with just the frenulum, then circumcision is certainly not neccessary.
