I had a tight foreskin and tried stretching to resolve the problem. However, there were no benefits. I eventually decided to get a partial-circumcision and every thing is great. My only regret is that I didn't get it done when I was younger (in my late teens/early 20s). If you want to learn more about the surgical side of things, check out my Circumcision Faq. It might answer some questions you may have.
As for the sensitivity issue: Once you have a correctly functioning penis/foreskin (read: retractable) or get circumcised, it will calm down and not be as uncomfortable and painful.
If you haven't done so already, I'd recommend that you speak to your parents. It might be embarrassing but I'm sure their support will come in handy with what ever you choose to do. I'd also suggest that you speak to your doctor, especially to discuss the pros and cons of any treatments that are suggested to you online.
