There is no reason for you to see a doctor except to get an adult to acknowledge the fact that you are a normal male with a normal intact penis. This is something that your father or another adult, perhaps, might do to better effect. They won't charge you, either. Is that it...that you are suffering from lack of acknowledgement? If so, I can understand, having experienced a similar need.
Removing the most sensitive and useful part of your penis...the foreskin...will screw things up royally. The glans is supposed to be sensitive, after all. That's partially what the foreskin is for...to protect that sensitivity. Your sensitivity will lessen, somewhat, with use. Understand that it is meant experience a moist environment during sexual activity...so if you touch it, use lube.
You have a skin bridge? Please be more specific...a skin bridge and skin tags are something that results after circumcision. Are you sure that it is not the frenum that is confusing you?
