By definition, a circumcision cannot be "Partial." Take a look at a previous tread where this has been discussed. If you were to remove only the top 1/2", you still be cutting all the way around it.
To answer your question regarding sutures, it would seem prudent on the part of the surgeon to do so in light of the possibility of erections. In infants, the use of a clamp, such as the Gomco, actually seals the point of crush in such a way that sutures are not necessary, but it would be terribly risky in adults.
Why, are you considering a do-it-yourself job?
