Is normal for the fraenulum to be attached all the way up to the meatus?

I've checked some of the pictures on foreskin.org/the-penis.com and I haven't found a single one with the fraenulum being attached to the meatus.

Is it supposed to be like this?

Now if this isn't normal, I'm thinking it could be an adhesion, the description seems to match from the site anyway... In which case, I guess I better go see a urologist.
