Exact stretching.

I think the answer to that is pretty simple - whatever works!

It depends on the exercise. For you, with a foreskin that retracts but is tight, then simply pulling the skin back with an erection, will be of benefit. Now there are two simple and straightforward little consequences of this, one is that you simply cannot pull the foreskin back and apply a stretch unless it is erect, because if it is flaccid, there's nothing to pull against. The other is - if it is uncomfortable to stretch, you will tend to lose the erection in the process. So be it - do what you can.

Now, another exercise recommended, pulling the foreskin forward, specifically to put stretch on the fraenulum, can be done in either state because as I just pointed out, you're pulling against the head which is very firmly attached to the tough body or "corpora" of the penis (something which, the toughness and internal structure of which I actually had the opportunity to see and feel the other day, very much "in the flesh", if I may be so gloriously cryptic ;-), and that part certainly won't stretch (much).

Finally, the exercise of putting two fingers inside the foreskin and pulling outward is much easier if the penis is flaccid, as the soft glans pushes out of the way and allows more space.

This last point reinforces one important observation about the process of stretching. It is extraordinarily rare indeed, and would in fact indicate that some major injury or disease had occurred, that whatever degree of "phimosis" that may be present, affects to any substantial degree, the size or shape of the glans.

I know there are these involved pissing contests about this, that the presence of either a normal foreskin, or a tight foreskin, somehow compresses the glans, prevents the corona from "flaring" and such and this does happen to some degree but the major differences in size and shape are no more than normal variations from person to person.

The point is, that even a tight or "phimotic" foreskin always occurs beyond the glans, indicating that the frequent and persistent nocturnal erections, as well as those in the daytime, are very effective at stretching the foreskin to fit comfortably, so that one may be confident that enough persistent stretching will achieve whatever laxity is required for full function.
