Couple of minor misapprehensions here. Water is not a great lubricant, except maybe under pressure. As you will know anyway, damp skin has more friction than dry skin, but dry skin is not what you want in this situation. If you actually need a lubricant to do something, then use one, either a "personal" lubricant from the local store, or maybe vegetable oil will do (can have some limitations, such as how to remove when you're finished - soap is bad for your skin).

Consider this: Your glans (penis head) is not there to be touched with your dry fingers. I mean it! When you have experience with girls and their clitoris, you will find that they know this and unlike some guys, they virtually never see this as a problem - they just know that you need to be lubed up to touch it. And of course, what it (glans) is for, is to use for sex, and sex is properly performed with lubrication.
So the "take-home message" is that if you want or need to touch your penis head, you need the lubricant. Then, instead of feeling painful, it feels terrific, but you don't need to rub it hard or furiously - there is just no need to. Anyone suggesting you need to - well, you need to sit back and consider what their problem actually is, and why they would say it.
