phimosis?

Since as long as i can remember, i have not been able to retract my foreskin. i thought this was completely normal, until i found yellow-whitish substance under it. so i searched the web, and eventually found out that my foresking really should retract. im 15. what should i do? should i try the stretching method? should i see a doctor? Is ther someone with a medical background here, who can give me some educatede advice?
