Your foreskin should be able to retract. You could try the stretching method, but I'd strongly advise that you consult your doctor prior to doing so. This way you can get an accurate diagnosis as to what the problem actually is. If you don't want to see your doctor, I'd suggest that you speak to your parents about any suggestions about "stretching" the foreskin given to you online. They will want to know what people are telling you to do, plus they care for you and will not want you to do things that may end injuring you.

There are people here that claim to be doctors. However, no reputable doctor would ever presume to treat a patient without an examination - it would be disgustingly unprofessional. Ultimatley this is the internet and people can pretend to be whatever they want.
