The frenulum can be removed and is sometimes removed during circumcision. It is also sometimes removed later in life if it is a problem (like what you are having).

If he says there is nothing he can do, then he shouldn't be doing his job! Seriously though, the problem is extremely easy to resolve if you go the surgiclal route. I had a tight frenulum which I had removed just over a year ago. The whole thing took 10 minutes from beginning to end and I am very happy with the result.
