That's the end result, PaulB. Now he needs to determine what is preventing him from retracting his foreskin (phimosis, frenulum etc), so that it can be resolved.
Blanket advice given to him from people that are not qualified or able to accurately diagnos the problem could turn out pretty much useless (at best), or dangerous (at worst).
