Only place we ever heard of it was right here by one of our resident nuts who had a full circ done that left a lot of skin. Any cutting removes one of the most important parts of the foreskin, the frenar band which is necessary to provide friction over the glans for realization of the gliding effect. Only idiots would consider such a procedure. Try the "girls" over at circlist where they really get off on such notions. You'll have them all raw wanking themselves raw over your hairbrained idea.
