Don't give up. The progress you have made is remarkable. By your description, you have gone from a pinhole opening to 30-35% retractability. That is progress amigo. It takes time for the skin cells to muliply. At this time, the proper procedure is to keep the tension constant until the skin is ready to stretch again.
This is an ideal time to incorporate the use of a device, exactly what an orthodontist would do. Find something made of plastic of the size that will keep the skin stretched to its largest diameter. Use the device during hours that you are awake. Be sure to lubricate it before inserting it into the preputial opening, and make sure that it goes over the top of the glans, avoiding the meatus (pee hole).
With the progress already shown, it is doubtful that the steroid cream is necessary. You are no doubt still young and producing growth hormones abundantly, so the cells will respond again once they are ready.
