What is specifically wrong?

Really nothing. You're just a few years behind in your homework, that's all. It's nothing that can't be remedied within about two months of exercises that you'll enjoy doing.

Because your skin is already retractable, you have 80% or more of your work done. Now it's a matter of stretching the skin a little bit to allow the cells to multiply.

One thing I'd suggest doing immediately is to develop the habit of skinning back every time you pee. That keeps the skin "workable." In addtion, when showering, pull back on the skin to its limit and hold it there without making it painful. Also, grab hold on each side and pull the sides apart and hold. At every opportunity throughout the day, pull the end of the skin out away from your body and stretch it, holding it as long as you have the privacy to do so.

You'll find the that skin will stretch easily, but you'll need patience for permanence in the stretch. The little "ring" at the end has a small muscle that will also need time to relearn its role, somewhat like what your calves, thighs and other parts do at the gym when you stretch. Just as they can be stretched, so can the frenar band. As it loosens up, the skin will add cells and before long everything will be as you expect.

Beware of the resident heckler who will give you advice to ignore what I have told you. If you'll look back through the archived pages, you'll see evidence of the results others have achieved by doing as directed. You don't need to see a doctor because nothing is broken or bleeding or infected. What you are going to do is equivalent training for your penis as the training you would do for your body if you were participating in sports. It's that simple, but often times simple-minded folks can't understand simple concepts. Some 80% of all of the males in the world have achieved success with these simple principals, and so can you. Nothing needs to be cut, and you don't need any magic potion to smear on. The answer is in your hands and your attitude. Dr Paul, a medical practioner and I, with over 17 years of experience in skin expansion techniques, are both here to help coach you through what you need to do. Our time costs you nothing, and we don't mind helping you. Our only motive is to see that you can enjoy your intact body, thus understanding that your own sons one day can be spared the knife just as you were. Any questions?
