What is this? Please help

I'm 16, and have discovered I have phimosis. After doing some regular stretching, I can now retract my foreskin when flaccid, but only about 25% of the way when erect. I posted the other day to say also that the last part of my foreskin (the inner foreskin I think) is somewhat hard and bumpy, with what seems like very small white lumps. If you go to this URL you will see a picture of my penis in various states to show exactly what I mean, any feedback would be great. I am very concerned.
