Welcome to the world of genital mutilation. Without seeing the "2 white hard bumps where the cut had been made" its somewhat difficult to characterize them as anything but permanent. I have one white (well, pinkish now) hard bump where the cut was made, and it certainly hasn't fallen off after many years, thank god. It's wonderfully sensitive! Have you tested yours for sensitivity? Wet a finger and try.

Oh, yes, did you not consider stretching your frenum?
