All surgery carries some degree of risk of complication. For such a simple procedure it is very rare, as is infection.

Perhaps he does not know of any or has limited experience with this particular concern. Get a second opinion or a referral to a Urologist.

Stretching may sometimes complicate the problem. Stretching of the foreskin may prove inappropriate depending on what is preventing retraction. Your Urologist will be able to help with that diagnosis.
