You read this, did you? Just what did you read, and where did it suggest this might happen to 16 year old boys?
You may have read this somewhat scary page on this site, but if you read it more carefully, it refers to three specific situations - a young child who has accidentally pulled his foreskin back, panics about this unfamiliar result, and leaves it there so that it becomes tight and swells; elderly men who suffer the same situation because of accidental medical interference and inability to manage themselves; and finally the "mid-" group, exemplified by a fellow's recounting his situation at the age of 17, where it points out that the situation is perfectly manageable as long as you understand what you are trying to do. (It is however, rather sad that this fellow focussed his extremely traumatic childhood on his foreskin in such a negative way, and was unable to figure out the stretching process properly.)
There has been a previous discussion on the topic of paraphimosis, and I think it was fully covered.
