And a few more practical details that need to be asked (and answered) to get an idea of the situation - how old is he, exactly where is the pain - the foreskin, the glans (penis head), the meatus (pee hole) or the urethra (pee pipe along the underneath) or elsewhere? Is there one particular tender spot? Does he have any other problems with peeing or with having sex? Which sexual activities (hand stroking, oral, intercourse, etc?) are the most problem and which might be exempt?
Sensitivity particularly of the glans after ejaculation, preventing further stimulation for at least a few minutes is of course normal for men and generally, women also. Do you like your clitoris touched immediately afterward if you have had a full orgasm?
