Foreskin and sex

I have phimosis and I cannot retract my foreskin completely. Upon erection, it stills covers a small part of my pee hole on one side, the other side is fine. I can force it to retract to some extent but nowhere near the glans. My questions are:

1) If I were to have sex, as is, and without a condom, how far does my foreskin go back and forth. Does it go as far back as I can force it with my hand, assuming she is properly lubricated?

2) Can I still make babies as a little part of my pee hole is still covered on erection? I have no problem masturbating.

I have read several posts here and you advice stretching. Please answer my questions if I have sex, as is.
