Most likely if it is a little tight, it is getting somewhat traumatised ("knocked about") and swells slightly, then the swelling later reduces. But no matter, as you continue to use the foreskin over its full range, it will loosen to suit.

I don't think there is anything magical about the semen (left on the skin), either good or bad. It is of course, perfectly clean when it comes out, so leaving it there, licking it off, washing it off (soap not needed), whatever, makes little difference.
Avoid soap on (inside) your foreskin.
