Sounds puzzling. Do you mean it is on the surface of, and obviously attached to the testicle inside your scrotum, or is it separate to the testicle, or is it just on the scrotum (on the skin)?

If it was somehow attached to the shaft of the penis, that would not be so surprising, but if it is quite separate and only appears with an erection - quite unusual, I think!
