You are a candidate for using a device to do your stretching. Having achieved thirty-one years indicates that urine can easily pass through the opening, so it won't be a problem inserting a plastic instrument into there that will create tension. As you are the one who knows how big the hole is, you'll be the one to search for something that will work. You could also create your own dilator with a substance readily available at crafts stores. It's a moldable plastic used commonly by foreskin restorers, so rest any fears you may have that it might be a "foreign object". The testing has been done and no one has had adverse effects. In addition, if you were to visit a doctor, one of the first steps he might take is to insert a stainless steel object into there, so it isn't something new to medicine either except that you'll have some foreign hands guiding it. You don't want to know his next step.
Paul has suggested pulling on the skin. You see little boys doing this constantly. It's nature's way of working on the skin to loosen it. Just grab hold and pull forward away from your body and hold it. Within days you'll be able to grasps the ends and pull the opening apart.
BTW, when you insert any object into the preputial cavity, be sure it is well lubed, and direct its path over the glans. You can secure it with medical tape in order to keep it in there for several hours. Be sure there are no rough edges on whatever you use. Do you have an questions regarding its safe use?
Oh, beware of a surefire caution you are about to receive from a victim of the medical industry. Some guys who have submitted to the knife suddenly realize the huge mistake they have made, and then spend a lifetime trying to justify their actions by recruiting more victims. They will do anything to ridicule or discredit any advice which proves them wrong.
