Technically, it's called posthitis, an inflamation of the foreskin. whilst it isn't an earth shaking condition as Paul B. indicates, the inflamed and irritated skin where your foreskin narrows will not like being stretched over your knob during retraction.

If it happens repeatedly it well could. Again, as Paul B. told you, I'd knock off using soap to wash under your foreskin, because that's what's causing it. Either you've changed brands of soap you're using or you didn't rinse yourself carefully after you washed. In any event, rinsing the area with clear water is all you need. Using soap is a crap shoot that will eventually bring you grief... just like it has now.

The length of your foreskin has nothing to do with having an attack of balanoposthitis.

Many people advocate retracting at least slightly to pee, as Paul B. has asdvised. My personal feeling is it doesn't matter. I've been having a pee with it forward all my life without consequence. If you feel comfortable retracting, then that's the thing to do, if you don't, then don't. If nature had intended that to happen, there'd be a muscle there to do it. The rest of creation pees through their foreskin.
