It sounds like you are referring to the frenulum.

If the frenulum is tight then theres certainly a chance that it will break (rip/tear). Check out the site that hosts this forum. There's plenty of information and the frenulum etc.

Paraphimosis is more to do with the foreskin going over the head and sticking and not related to condoms. Again check out this page for more information about it. I'd also suggest that you speak to your doctor (a real doctor - not an armchair wannabe doctor like PaulB, Jim etc) and get some objective input about any advice given to you online.
