Frenulum Breve Blues

Ok, I've been through the male-initiation site and diagnosed myself to be having frenulum breve. Really need someone to help me with this.
1. Is it possible to stretch the frenulum till it no longer retracts the foreskin? Is it even elastic?
2. Are there any non-surgical treatment to loosening the frenulum? I am not really akin to some doctor dicing up my manhood, no matter how minor. Would applying beta mesatone on the frenulum work?
