I'd suggest you speak to your doctor or a specialist to get their input. Also, it's always worth your time getting the opinion of an actual doctor (not an armchair quack that inhabit boards such as these).

Some people say they have had success with stretching the frenulum. While others have complained that it has further aggreviated the area and indeed even gone on to cause painful ongoing damage (the ripping/tearing etc.)

Beta Mesatone can increase the chances of foreskin stretching working, but as far as the frenulum goes I don't know. However, unless you are in Mexico or some such, you will have to get your doctor to perscribe you the stuff.
