The role of the frenulum is not to retract the foreskin, but rather the opposite. Is that what you meant? Of course it's elastic, and it's stretchable and expandable.
How you would go about expanding the tissue would depend upon your particular anatomy. Exactly how did you go about diagnosing your situation? You know, it could be possible that you are not experiencing frenulum breve at all but have been taken up by the theatrical production done by the writers of this website. Please explain to us what takes place when you retract your skin and how the frenulum is involved in the process. Then we can get to work and help you sort it out. OK?
