Second question is more or less the same as the first one, isn't it? :) Yes, it's just as much a skin matter as everything else. And as such, it will grow upon need. Thus, applying force (aka. stretching) will most probably help. The only difference is that the fraenulum area is thoroughly webbed with veins and by default quite much more sensitive as the rest of the foreskin. So anyway, do try stretching it, with care. I doubt that if you look out you'd do /any/ sort of damage to yourself.
I myself have started from being able to retract just behind the glans, and when soft, having serious breve, to the current state when the skin can be pulled back flat, even when fully erect.
