That is most probably smegma. White-ish, solid? Well, it's basically the skin you naturally shed, plus the oily substances that are released of the tiny glands of your skin, that lubricate and protect. Use water to wash it down, but don't worry about it too much.
Uhm, probably Paul knows even more about the chemistry of smegma :D
