Under the foreskin, normal secretions are produced just as they are in other parts of your body. Have you ever taken a clean tissue and wiped your forehead at the end of a warm day? Did you notice the oil on the tissue? Similar oil is produced under the skin as a lubricant and a skin conditioner for the parts under there. Those parts regularly shed old layers which are replaced by new one, just as your other skin does. The cells from the shed tissue combines with the oils and produces the substance we call smegma. Every mammal, including the females, produces it.
