OK, though I was not so confident of finding close-up detail at first, and it would seem to be difficult to find an exact match, using Ben's recommended (;-) site, we can at least run through a couple of suggestions.

Here's a specimen with fairly tight bunching at the fraenulum, though the "cheeks" are fully exposed. It might be a close-up of this. This is another such view. Obviously all these are normal.

This is merely incomplete retraction, but could be what our friend nano's problem looks like, at least. Another such view.

And of course, a view of complete retraction to compare"

I would be advising progressive stretching anyway. Either the adhesions - if that is what they are - will part, possibly with some discomfort (my usual recommendation being Zinc and Castor Oil ointment to soothe), or the skin will stretch so that the meatus is not so stretched on retraction, in which case it will work fine even with the adhesions. The "gold standard" is whether you can pee accurately with the foreskin retracted (but not too tightly). If you can't, then there is definitely room for improvement, if you can, you are pretty fine already.
